xcbuild: Get rid of developer.nix, move to wrapper

also:

- add custom outputs "specs" for xcbuild
- get rid of unneeded tools
- update xcbuild
- add more comments
- fixup xcbuild derivations

- adv_cmds
- network_cmds
- basic_cmds
