* Updated the function that builds the bootstrap binaries.

* Use patchelf 0.5 and use the --force-rpath flag.  This removes the
  need for setting LD_LIBRARY_PATH and so should fix bootstrapping
  Nixpkgs on non-NixOS platforms.
