pptp: Fix shebangs

- Remove `which` as build-time input
- Use substituteInPlace instead of sed (warns if it fails to replace)
- Use perl in buildInputs as it's a run-time dependency
- Patch shebangs manually, not sure why fixupPhase doesn't do it
