tigerVNC: fix by updating (close #6852)

The default xorgserver is now on 1.16 and so the patch needs to change.
The 116 patch is not in 1.3.1 so we also need to upgrade.

I don't know how to compute this filename since the xorgserver derivation
doesn't have a version attribute.
