configuration-hackage2nix.yaml: update list of broken builds

These packages are broken in "haskellPackages" and have been for quite a while:

 - disable goatee, goatee-gtk, and qtah-* (ping @khumba)
 - disable persistent-mongoDB (ping @psibi)
