networkmanager_strongswan: fix package

Added the boolean option:

  networking.networkmanager.enableStrongSwan

which enables the networkmanager_strongswan plugin and adds
strongswanNM to the dbus packages.

This was contributed by @wucke13, @eqyiel and @globin.
