hackage2nix: disable broken Hydra builds 

 - Ping @khumba for failing "hoppy-runtime":
   https://hydra.nixos.org/build/66704172.

 - Drop "persistent-redis" from the list of maintained packages (@psibi)
   because it continues to fail: https://hydra.nixos.org/build/66704120.
